JOB SUMMARY: The position holder will provide nutrition related technical support; ensure the quality of project implementation at all levels. He/she is responsible to strengthen woreda level nutrition multi-sectoral coordination. He/she ensures efficient and timely implementation of activities as per the approved operational plans; regularly mentor and coach health facility staffs, and facilitate regular and joint supportive supervision with zonal, woreda and community levels. KEY AREAS OF ACCOUNTABILITY: Integration and Coordination:
Coordinate and technically support woreda health and agriculture activities at woreda , kebele and assess needs related to nutrition and support the implementation of ENGINE;
Ensure that nutrition multisectoral coordination is established/strengthened and functional at all target woredas;
Ensure that the revised national nutrition program (NNP, revised HIV/AIDS and nutrition guidelines, and minimum nutrition standard, revised HMIS and monitoring tools are implemented in respective target zones and woredas;
In collaboration with livelihood coordinators, ensure the effective implementation and integration of nutrition, livelihood and economic strengthening component of ENGINE into the existing structures of the health system;
Ensure that ENGINE interventions are integrated with other maternal and child health project activities such as iCCM, WASH, and school health and nutrition
Partnership building:
Strengthen partnership with local government at different levels, particularly with Health sectors at all levels
Strengthen partnerships and conduct regular meetings with other UN and USAID funded NGOs implementing nutrition and livelihood related interventions
Ensure that Implementation of the ENGINE project and supports given are in a way that ensures sustainability, local partners owned ENGINE and working towards sustaining direct nutrition interventions.
Project Planning:
Prepare annual ENGINE work plan and timely submit for regional offices for approval;
Ensure that ENGINE work plan is harmonized with annual woreda health sector plan and actively participate in the woreda planning;
In consultation with regional team, develop woreda specific budget plans including cost share and submit for approval;
Ensure timely and regular submission of detailed monthly work plan to regional office;
Ensure timely and regular submission of movement plan in coordination with other project staffs;
Project Implementation:
Ensure timely implementation of approved ENGINE work plan and budget utilization;
Support and ensure that nutrition agenda is focused/prioritized in all zonal and woreda level review meetings;
Provide support to target woreda in Child Health Days (CHDs) and other direct nutrition interventions;
Develop proposals (terms of reference) to conduct training, review meeting and joint supportive supervision as per the approved plan;
Ensure that the quality of ENGINE supported trainings, review meetings and supportive supervisions are to the standard;
Conduct post training follow ups to ensure that trained staffs are using the knowledge and skills of the training and using the appropriate nutrition tools
Conduct mentorship and coaching for health workers and HEWs in Maternal, infant and young child nutrition;
Ensure that WASH is integrated with direct nutrition interventions and implemented in to all target woreda facilities and communities;
Ensure that gender and disability issues are addressed, documented and reported regularly;
Monitoring and Supervision:
Provides technical support through regular and joint supportive supervision to woreda health offices, health facilities and communities;
In collaboration with M&E officer, strengthen the capacity of zonal, woreda health offices and community in nutrition and health information management system( data utilization for decision making);
Actively participate in regular field office project review meetings to assess progress ;
Documentation and reporting:
Submit timely training reports, review meeting proceedings and field travel reports to regional office for documentation;
Share weekly updates with regional ENGINE team; prepares monthly and quarterly project progress reports and submits to the concerned bodies in timely fashion
Identify potential success stories and best practices relating to ENGINE for documentation on regular basis ;
Performs other related tasks as required.
Job Requirement
QUALIFICATIONS AND EXPERIENCE REQUIRED
Minimum educational requirement: First degree in public health or nursing and demonstrated experience in nutrition, maternal and child health, HIV/AIDS and livelihood programs. Experience on Livelihood and economic strengthening activities ia advantageous.
Minimum experience required: Eight years for diploma holders, four years for degree holders out of which minimum of two years’ experience in NGO with experience/knowledge of supporting USAID funded grants
Good understanding of Health Sector Development Plan(HSDP IV), National Nutrition program (NNP) and other health related policies & strategies
Demonstrated skills in partnership building and interpersonal communication
Existing relationship with zonal health and agriculture offices is preferred
Excellent and demonstrated skills in computer Microsoft office applications:: Word, Excel, PowerPoint and outlooks, emails
