Working relations
Under the direct supervision of Human Resources Manager, HR & Admin Officer is responsible for day-to-day Operations of the HR department. He/she will be a team player, commercially focused, possess energy and enthusiasm to motivate and engage others, and should have a high level of integrity and accountability skills.
The HR & Admin Officer will also be key in ensuring the needs of the current staff are met in terms of Recruitment Facilitation, Time sheet leading & Controlling, Annual Leave management, Staff Performance Management, Personnel file documentation, Staff Insurance, Guest House Management, and Payroll preparation & sent swiftly to HR manager. The HR & Admin officer will be based in Addis, under the direct supervision of the HR Manager.
He/she will be the technical supervisor of the field-based HR &Admin Officers in the basis of HR related topics in Coordination.
Legal Compliance
Ø He/s ensures the respect of the legal and administrative procedures and the compliance to Ethiopian laws, as well as Ärzte der Welt internal procedures, for all aspects of the mission, especially with regards to HR & labour laws.
Ø He/s supports the HR Manager regarding all legal and registration issues for Ärzte der Welt in Ethiopia.
Human Resources Management
Ø He/s contributes to the implementation of the internal working rules (conditions of employment and internal regulations) according both to Ethiopian labour laws and MDM rules,
Ø He/s manages HR database management; and follows the update of the database with the field bases.
Ø He/s support the HR manager with Performance management and training plan consolidation.
Ø Responsible for implementing systems to improve communication with staff and address their grievances & facilitate to settled timely.
Ø He/s supports the HR manager regarding the implementation of all the policies, Code of Conduct, including ensuring accountability mechanisms are operational.
Ø He/s watch level of leave balance of staff and follow up the leave plan implementation Field Offices likewise Addis Office.
Ø Maintains updated leave balances (annual, sick leave, other leaves) of the MDM’s employees.
Ø Ensures that policies, procedures and guidelines relating to personnel issues are well adhered to;
Ø Manage timely the contract administration as per Labour law to avoid any legal liability 5 weeks in advance.
Ø Support the country office and projets in all aspects of recruitment when needed
Ø Prepares and submits monthly, quarterly and annual performance reports to HR Manager
Ø Ensures the timely insurance and renewal of Pension schemes.
Ø Performs other duties assigned by the HR Manager.
Administration
Ø Manages the filing, storage, and confidentiality of HR documents.
Ø Support guest house management at the country office
Ø Supports visa, work permits, and entry permits processes of Ärzte der Welt expatriate team and relatives for accompanied positions.
· Bachelor’s degree in Business Administration, Human resource management, or equivalent from a recognized University
· At least 5 year’s working experience in a similar INGO context as HR Generalist
· Understanding of Ethiopia’s Labour law
· Fluent both written and spoken Amharic and English languages
· Excellent communication (both verbal and written), organization, and interpersonal skills.
· Ability to prioritize tasks and activities.
· Ability to successfully work in a high-activity, fast-paced environment.
· Quick response time to employees’ inquiries
· Ability to facilitate conflict resolution and diplomatically diffuse situations.
· Ability to handle confidential information and sensitive situations considerately.
