The Senior Human Resources and Administration Manager will contribute to the Leadership of the IMC Ethiopia Country Office; promote an organizational culture that promotes learning, accountability and high performance; help establish, maintain, and improve active and regular working relationships with relevant stakeholders
Job Description/Responsibilities:
Human Resource Management:
Supervise the oversight of staff personnel files inclusive of contracts, staff leave management is a critical function that must be effectively managed with employees following the leave policies and procedures and maintaining updated leave records for all staff and other paperwork required for employment within the local context and labour law.
Ensure compliance to local labor laws including contracts, compensation packages and working hours and ensure that staff are complying with the established working hours
Oversee the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors
Collaborate with Security Manager/CD to maintain security of staff in the field locations
Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff
Maintain open lines of communications with IMC ET’s legal retainer on employment, manual and labor law related issues whenever there is a requirement
Ensure IMC manual is contextualized and updated to the local government laws.
Administration and Compliance
Supervise the Human Resources and Administration function to ensure that advice and support are provided to managers and staff on interpretation and application of HR and Admin policies and procedures
Ensure that staff and those who work with IMC are aware of and adhere to SEA policies and the Code of Conduct.
Establish best practice procedures across Human resources activities to ensure compliance and legislative obligations are met
Ensure personnel files and the security of personal information
In consultation with the Legal Advisor changes to employment law or policy or procedural changes, maintain the human resources manual
Ensure the HR manual changes are communicated across staff group for understanding of IMC policies, procedures and processes
In consultation with FAD, oversee the compliance of Payroll records
Staff Recruitment and Retention
Ensure appropriate recruitment and retention measures of staff including induction and on-boarding program; design and implementation of compensation and performance management systems
Ensure through careful review that employment terms, conditions and practices are fair, consistent, compliant with labour law and IMC’s human resource policies and best practice, and appropriate to the context
Prepare terms and conditions of employment and issue all employment contracts in compliance with Ethiopian Labour Law
In collaboration with Director of Finance and Administration, ensure maintenance of updated information on staff salaries, benefits and income tax calculations in compliance with current laws and regulations
Performance Management, Learning and Development
Develop a culture of performance management across the organization, where staff are held accountable and rewarded for high performance
Lead implementation and maintenance of performance management system that is in alignment with organizational goals
Guide managers in the Performance Appraisal process, providing coaching, mentoring and support as required
Create and maintain the appraisal cycle calendar and communicate to managers upcoming key dates
Monitor and advise on performance related disciplinary matters in accordance with established policies and procedures
Use Performance Appraisals System learning and development planning
Proactively work with line managers as required to identify training & development opportunities for staff including coordination of internal training, external facilitators, sourcing of providers and follow-up
Employee Relations, Staff Management and Capacity Development
Implement a fair and competitive employee benefits strategy to enable attraction and retention of staff
Provide coaching and mentoring to management on performance management (poor performance) issues
Act as the central point of contact for and respond to staff concerns and grievances
Interpret and advise on employment law and practice as per the HR Manual
Obtain legal advice or further guidance from the Legal Advisor and others as required
Ensure appropriate staffing within Human Resources and Administration Department
Ensure that all HR staff understand and are able to perform their roles
Manage the HR team, define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
Exit Management
Coordinate the exit procedures for departing staff including the resignations, work certificates and final payment advice to payroll where applicable
Conduct exit interviews with departing staff members and monitor trends in resignations and ensure follow up of reported issues with FAD and CD, where necessary
Job Requirements
Master’s degree in Human Resources, Business Management, Public Administration or other relevant degree from an accredited university and with at least 8 years’ experience in similar roles, preferably with a non-government organization.
Ability to develop HR programs and policies based on business new requirements.
Demonstrated proficiency with Microsoft Word, PowerPoint and Excel.
Solid problem-solving and business acumen skills.
Ability to mentor and supervise staff.
Ability to negotiate contracts.
Ability to speak, write and read the English language.
Able to establish and maintain healthy working relationships with people in course of work.
Willingness to work additional hours in order to meet deadlines.
